Leading the way on a straight road: power relations in the design and implementation of cash transfers

Sub-Saharan Africa’s social protection agenda has been strongly supported and pushed by international institutions and other actors from the Global North. In this session I build on extensive fieldwork in Lesotho and Malawi to explore the interplay between national actors – such as governments, NGOs, and civil society, and international actors such as donors, international agencies, and consultants. Through this, I challenge frequently voiced statements about ‘national ownership and leadership’. The central argument I will advance is that while national actors are key to implementing social protection programmes successfully, the framework within which they are designed and implemented is strongly shaped by international actors.
