Boko Haram and Sexual Slavery in Nigeria: The Conspiracy of Silence

The Nigerian Islamic fundamentalist group, Boko Haram, has been employing sexual slavery in its campaign of terror against the Nigerian state and its people since 2013, which resulted in the abduction of hundreds of women and girls, the most outrageous of which was the abduction of an estimated 276 “Chibok girls” that attracted global concern. A report by Amnesty International also states that an estimated ‘2,000 women and girls have been captured and forced into sexual slavery and other forms of sexual violence by Boko Haram fighters in a little over 12 months.’ At the height of the global outrage over the kidnapping of the “Chibok girls”, the leader of the Boko Haram group, Mohammed Shekau stated in a video recording that he would sell off the girls in the slave market as well as marry some off. Since this statement, evidence has emerged that most of the women and girls captured by Boko Haram are often sold in slave markets and their buyers subsequently marrying them in the characteristic of sexual slavery. Although, the Nigerian government has responded to the upsurge of Boko Haram terrorism by enacting the Terrorism Prevention Act 2011, amended by the Terrorism Prevention (Amendment) Act 2013, aimed at criminalising terrorist activities, the Act is silent on the use of sexual slavery to further the ends of terrorist groups. Relying on media reports and interviews as well as secondary sources, this paper will examine what appears to be a conspiracy of silence by the Nigerian State on the use of sexual slavery as a weapon in the hands of terrorists. By not making reference to the use of sexual slavery as a terror tactic, the Act either appears to gloss over it or chose to ignore it in line with the culture of silence that surrounds sexual slavery in Nigeria.
