Offshore Grid Compliance: Aligning FGW TR4 and TSO Model Requirements

In Germany and other European countries, a significant part of the verification and compliance procedure is based on detailed dynamic simulation Models implemented in a power system analysis software. There are requirements for plant and unit simulation models for the purpose of verification and conformity simulations based on the scope as either RMS or EMT model. In addition to the requirements for the models themselves, there are also plausibility and validation criteria to ensure model quality.
In Germany, these model requirements, including validation and plausibility scenarios, are specified in FGW Technical Guideline TR4 [1], which aligns with the procedures outlined in IEC 61400-27-2, but adds specific validation tolerance criteria.
With the increasing integration of offshore wind farms (AC or via HVDC systems), corresponding conformity studies are being carried out more and more frequently. However, there is a growing need to establish a standardized framework for simulation models and validation procedures for offshore connections. Since Rev. 9 of FGW-TR4, there has been a first chapter on the validation procedures based on VDE AR 4131 [2] for HVDC connection, which remains very generic – without a general model requirement scope and without plausibility tests.
In this context, particular attention is drawn to the offshore grid connection requirements of the TSOs Amprion and 50Hertz (ONAR), specifically it’s appendix detailing model requirements and validation criteria [3]. This appendix provides a more detailed and practical requirement list, which could serve as a solid foundation for future adaptations of the FGW standard.
This presentation provides an overview of the status of FGW-TR4 and ONAR Appendix Model requirement and outlines initial concept on how both could be harmonized in order to create an equivalent assessment basis for future conformity assessments based on the FGW's established assessment guidelines.
