In contemporary Europe, digital democratic participation holds transformative potential in political development, especially among young adults. However, while there is convergence on the acceptability of online civic participation, its actualization across the divergent political spectrum remains uneven. This study employs Eurostat's Online Civic Participation Dataset to examine the trends of online civic participation—characterized as the use of the internet for consultations or voting on civic matters—across 27 EU member states from 2011 to 2024. Adopting a comparative longitudinal analysis, the study utilizes convergence-divergence analyses and panel data analysis to reveal a dual dynamic model of widespread convergence on the online civic participation and a pronounced divergence between highly engaged nations and a lagging group of low-participation states in digital activities in the continent. The results challenge the idea of a uniform digital public sphere and emphasize the enduring impact of national political structures on the digitalization of democracy.
