We compare electoral strateges under instant-run off voting (IRV) and plurality rules. Candidates' incentives to focus on their core supporters to the exclusion of moderates are generally intensified under IRV. We show how the electoral context shapes turnout, ballot exhaustion, and policy extremism under IRV.
