This paper presents the development and university-wide implementation of the "AI Competency Model for Higher Education" (AICM-HE) at a German University of Applied Sciences specializing in distance learning. While the model provides a necessary theoretical framework – synthesizing technical understanding, critical evaluation, and practical application across three proficiency levels – its successful adoption relies on a "Whole Institution Approach" (WIA). We describe a comprehensive implementation strategy that aligns curriculum design, quality assurance, and faculty support. Central to this strategy is a newly developed interactive online platform that acts as a translation layer, mapping abstract competencies to concrete, community-sourced teaching materials. We detail the quality assurance process managed by an interdisciplinary Expert Group and the integration of the model into the university’s accreditation workflows. Furthermore, we discuss the qualitative insights from a stakeholder validation workshop involving academic staff and university leadership. The paper concludes with an outlook on the continuous iterative development of the framework, specifically highlighting upcoming initiatives to deepen AI competency development. The results demonstrate that a holistic approach, supported by digital tools and continuous stakeholder dialogue, is essential to bridge the gap between theoretical frameworks and lived educational practice.
