Resolution Systems For Environmental Conflicts Under the Ladder Theory: A Comparative study on Different Cases

Abstract: As a by-product of the development of economics, environmental conflicts, also caused by ecological damage, has become a main pattern of the social conflict. Constructing a reasonable resolution system for environmental conflicts not only can control the social risk but also can protect ecological environment. Different resolution systems for environmental conflicts assumes three models called “ Control”, “ Governance” and “ Resolution” can be ranged as a ladder according to their progressive effects referring to ladder theory. The highest level is a precaution system which ensures an institutionalized and open procedure of decision-making. In this paper, literature review, comparative study on theories, China’s and overseas cases can be used to justify the precaution system is the best resolution system for environmental conflicts, however, it has some specific limitations as well.
