An evaluation of the 2016-17 Swedish campylobacter communication crisis.

Between September 2016 to June 2017 Sweden had an unseasonal campylobacter outbreak among chickens slaughtered by Kronfagel. The cause of the outbreak was a wrongly installed washing system of slaughter boxes at Kronfagel’s Valla abattoir, which led to further cross contamination of slaughter boxes rather than cleaning them. In this presentation we examine how the various authorities communicated the risks associated with the campylobacter outbreak from October 2016 to June 2017 and how their messages changed from worry to anger over time. The study is based on a media analysis of 5 of the top Swedish newspapers over a 10 month period, elite interviews with 15 individuals at the Swedish County Disease Doctors organization, the Swedish Food Agency, and the Swedish Public Health Body as well as the 5 Finnish experts who were asked to evaluate how the Swedish agencies had handled the outbreak.
