Contemporary Risks as Hybrid Constructions

A term "hybrid" gained popularity in the 21st century, due to the emergence of advanced technologies and phenomena going beyond their so far recognized and defined forms. In international relations (IR) it is a metaphor that brings to the fore the complications and dilemmas associated with the changing global environment. Hybrid attributes indicate interconnectedness, occurrence of contradictory elements in a coherent system and is associated with challenges for which conventional management methods do not have to bring a desired effect. A hybrid refers to the ancient mythology, where it combines the features of several species of animals and sometimes with a human being. As a result it gains new atributes which make it more resilent, less predictible and difficult to fight with. The premise of the speech is to present contemporary risks as non-spurious entities which modern states must confront with. The identification of such risks can be easy, but their analysis and prevention are very complicated and requires international cooperation and inconvinient methods of risk management. The main aim of my presentation will be to demonstrate contemporary risks in international environment, as hybrid constructions and to suggest some methods of their management. This will be a methodological approach to risk from the interntional relations perspective.
