The Impact of Toxic and Chemical Risk Communication in Taiwan: Using Questionnaire

The purpose of this study is to assist Tox ic and Chemical Substances Bureau (TCSB) in Taiwan in developing the very first model of toxic and chemical substances risk communication and building funds. By doing surveys and holding focus group discussions and sessions, we collect lots of advice from various industries and get information through questionnaires. In this research, we are the communicators between government and business industries. We summarize the suggestions from the authorities concerned, business associations and a wide field of experts to formulate the appropriate operational guidance.

The processes are as follows: selecting issues, preparing for risk communication, participating in the communication, evaluating and improving. The We got 327 valid questionnaires, which there are over 95% people supporting establishing the training for Incident Response Team. In addition, there were 4 focus group discussion sessions held, involving more than 75 experts; 2 focus group discussions were held, involving more than 26 authorities, business associations and experts. This study summarizes the relevant opinions through the communication and discussion. Some opponents doubt there have been environmental funds for air pollution, water pollution and groundwater. It will be over-levied. However, the use of funds were supported, especially for environmental incident prevention, monitoring, training, as well as back-up equipment.

Since August in 2017, we has finished this project, and suggest that keeping communicating with international experts to learn how to communicate with enterprises should be in the first place. Moreover, focus on different types of companies, according to the basic information, to organize response team and design suitable communication model. It will improve the effectiveness communication between the government and enterprises.
