In the 21st century, many countries in the world are facing the problem of energy shortages. Likewise in Korea, the controversy over the possibility of energy crisis is continuing due to the establishment of the energy transformation policy from nuclear energy to other renewable one, i.e., de-nuclear power energy. In the case of energy shortage, the attitude of the people is an important consideration for the government to establish the appropriate policies for solving the related issues, because the energy policy affects the daily life of all the people.
For a long time, a lot of researches have used VBN(Value-Belief-Norm) theory to explain people’s environmental behaviors. However, this is based on assumption that an individual can control their own behavior. In reality, individuals’ behaviors are constrained by conditions (opportunities, resources, etc.) that enable them to do certain actions. So, in this study, to complement the limit of VBN theory, we try to integrate it with the TPB(Theory of Planned Behavior) model which considers the concept of ‘perceived behavioral control’ as the main variable
The purpose of this study can be divided into two. First, we examine the merits and limitations of two models, i.e., VBN and TPB, through analyzing existing researches, and then find ways to integrate those two models. Second, after integrating two models, we analyze what people are actively doing to solve the problems of energy shortages and what are the factors that influence them.
Our study will give the implications as follows. First, we can overcome the limitations of VBN theory that tried to explain environmental behavior with values, belief systems and norms (obligation). . Second, by analyzing the causes of various types of behaviors related with energy crisis at the policy level, we will give the implication for the government which mainly establish management plans for energy crisis.
