Using a safety agreement as a tool for communicating and transferring risk in a complex Project
Findings from a infrastructure project in Stockholm
In a collaborative (infrastructure) project, where involved parties have different commitments throughout the process, from plan proposal to building, (how) is it possible to ensure that the same level of safety that was intended when the detailed development plan was adopted will remain as the project is transferred to the operating stage?
While working on the detailed development plan for a new bus terminal in Stockholm, Trafikförvaltningen and Stockholms stad outlined a common, project specific, safety goal. Through the formulation of the goal, both parties committed to working with continuous improvements. However, during the review, the county administration (Länsstyrelsen) questioned the lack of a clear commitment regarding how the safety goal and the safety-solutions would be followed-up on. In order to make this clear, both parties (Trafikförvaltningen and Stockholms stad) signed a (formal) safety agreement in order to clarify how they intended to build the bus terminal with appropriate safety and how the future owner intended to work continuously with safety throughout the operating stage.
In this presentation we will outline the process of how the safety agreement came about as well as present the development of a process for verification of the agreement. We will also present some of the major obstacles throughout this process and how they were overcome.
Key findings:
- A safety agreement can work as both wake-up call and checkpoint throughout different stages of a process.
- How a formal process through a signed agreement can help to open up a dialog for communicating risk and clarify how risk is transferred between parties.
- Reaching an agreement on risk and safety demands a certain level of knowledge of risk on behalf of both parties.
- That understanding of the other parts responsibilities, possibilities and restraints plays an important role in reaching results and creating an open and transparent climate of cooperation.
