Implementing shared statistical services

Sharing statistical methods, tools and services is a powerful way to improve standardisation and industrialization of statistical processes, fostering adoption, operationalization and thus improvement of statistical standards, and also stimulating the development of services that are more modular, better documented, less implementation-dependant, and more generally of better quality. Two recent ESSnets have produced concrete examples of service reuses between NSIs, and published methods, guidelines and communication material to help other organizations to engage in that path. They have also shown that, if a bottom-up dynamic can initiate such an approach, the management must get involved in order to scale up.
