A call scheduling framework for telephone surveys
Process groups and a new call scheduling model are two recently developed features of the Statistics Sweden CATI system. Process groups, representing subdivisions of the sample, support the use of differential contact strategies and facilitate an efficient and flexible data collection process in e.g. panel surveys. The call scheduling model is aimed at increasing the contact rate. A mixed effects logistic regression predictive model makes use of background variables to explain the response propensity of sample persons. During the survey round, we use a mechanistic Markov model to gradually increase the randomness of call times, considering previous unsuccessful contact attempts.
